Abstract
By depicting the different standpoints of the headquarter and branch on a HR issue in Shenzhen Vanke Group, this case emphasizes the importance of institutionalization and just organization culture on the sustaining development of a cross-district operation company. It also help the students understand the key role the top management plays in the formation of a company’s core culture.
