Key Responsibilities:
1.Recruitment and Staffing:
Headcount budget and plan;
Develop recruitment channels, and manage channel effectiveness;
Search right candidates and develop candidate database, maintain good relationship with target candidates (proactive search / cold call is required);
Conduct interviews and make insightful recommendation on short-listed candidates to business unit;
Work with line managers and directors to come out final offer, negotiate offering with identified right candidates;
In charge of annual campus recruitment event;
Provide recruitment analysis and present to management with actionable suggestions on recruitment improvement;
Conduct employee leaving interviews;
Provide turnover and leaving analysis, and present to management with insights and suggestions on retention;

2.Takes active part in the design of the HR Strategic Business Plan (SBP) and manages the execution and control of the plan for the respective support area. Ensures harmonized implementation of strategies across all relevant disciplines.

3.Maintains a high level of communication with Management and contributes to the decision-making process by structuring. Actively supports business initiatives and business needs with effective HR measures to promote positive employee relations in the work environment.

4.Builds an environment that fosters open communication and employee involvement. Creates HR programs, policies and procedures that also convey Corporation core values and culture.

5.Ensures all aspects of staffing, employee relations, employee development, compensation & benefits for all employees of the organization are delivered in a timely manner and in accordance with relevant labor/commercial legislation, corporate guidelines and general HR Management practices.

Compensation and Benefit:
In charge of C&B survey and interpret the result to management;
Make actionable suggestions to management on designing competitive C&B strategy;
Work with management and line managers closely on semi-annual salary review;

6.Co-ordinates support and drive development initiatives in the areas of Training, career/succession planning and other Organizational Development efforts.

7.Ensures smooth processes for recruitment and lead the recruitment for designated positions.

8.Manages personnel planning, annual salary rounds and promotions/salary adjustments for defined areas in accordance with corporate processes.

Performance Management:
In charge of semi-annual performance appraisal;
Introduce performance appraisal framework to line managers and employees, Conduct Performance Management training to new employees;
Generate C&B suggestions and people development plans referring to the performance appraisal result.

9.Ensures strong HR reporting for respective functional areas in close cooperation with Finance.

Minimum Qualifications:
1. Four year college degree with emphasis in Business Administration, Human Resources Management or other related field.
2. Minimum 8 years of progressive experience in multinational Human Resources Management with experience in HR Management, Rewards and Development.
3. Position requires exceptional interpersonal skills. Ability to influence at all levels.
4. At least 3 years solid experience in recruiting management, headhunting experience is preferred
5. Easy-going, mature, sharp, smart, logical-thinking, open-minded, people-oriented, responsible and initiative, willing to take challenge and work under pressure.
