要求：
1. Prior experience in setting up an engineering function for a foreigh company (US or Canada).
2. Bachelor degree in Engineering(mechanical), advanced degree preferred. Education or work experience in US.Fluent in English.
3. 7-10 years of Project Engineering experience.5 plus years of Engineering Management experience including supervision of degreed engineers and budgets.
4. Exposure to all phases of the business: product management, marketing, sales, engineering, finance, and manufacturing.
5. Demonstrated ability to lead a project from concept development through final release keeping the project on schedule and meeting all functional requirements.
6. Position involving frequent travle within China and Quarterly travel to the U.S.
职责：
1. Set up the Asian Engineering infrastructure to include: product design, product testing, product documentation, facility and equipment requirements and computer system(CAD, group-ware,etc.)
2. Assist in the strategic planning for Asian sourcing and product design; develop rolling 36 month forecast for engineering product and resources.
3.Manage/coordinate product development and product maintenance support for assigned products.
4.Take overall responsibility for project timing and successful product completion to pre-production.
5.Confer with Engineering Team members in the development to product specifications, performance,schedules, costs and budgetary targets.
6.Collect/Maintain information on the process of projects and forecasts. Maintain top level knowledge base of current technology and developing trends.
7.Support existing products with Engineering Documentation and day-to-day consultation to Operations, Marketing, Technical Services, etc. 哪位能给点经验：工程部的预算制定，和工作计划？
