执行的过程中太多的不确定性因素,而每个企业面对的又是完全不同的。
例如:TOC中的VV项目,若企业没有良好的管理基本和人力智力支持,基本是玩不转的。

每个企业用了不同的工具,关键在于关于这对这些工具的认识,效果如何,工具决定不了一切,工具只是一个因素而已,关键在于全员的思想观念(企业文化)。
