最近一周忙活客户的网站备案工作。截止发帖时间备案工作基本完成，对这项工作进行了简单的总结。包括一些我不知道的名词的解释，与大家分享。有不正确之处请不吝指教。

 

定义

Ø  ICP：(Internet Content Provider)网络内容服务商，【互联网信息服务】

Ø  ICP备案是信息产业部对网站的一种管理，为了防止非法网站。就好像开个小门面需要办营业执照一样。非经营性网站必须履行备案手续。

Ø  ICP证号和ICP备案号的区别：经营性网站需要办理ICP证，非经营性质的只需要办理ICP备案。办理ICP证需要一定的费用，发的证是实物证。
办理ICP备案是免费的，发的是电子证书。

Ø  经营性ICP，指通过互联网，向上网用户有偿提供信息或者网页制作等服务活动。目前提供的网上信息大都是免费浏览的，经营的内容主要是网上广告、代制作网页、服务器内存空间出租、有偿提供特定信息内容、电子商务及其它网上应用服务。国家对经营性ICP实行许可证制度。

Ø  非经营性ICP，是指通过互联网向用户无偿提供具有公开性、共享性信息服务活动。非经营性ICP，主要是政府上网工程的各级政府部门的网站、新闻机构的电子版的电子版报刊，企事业单位、教育科研机构的各类公益性网站和对本单位产品或业务作自我宣传的网站。国家对非经营性ICP实行备案制度。

ICP备案申请

自主备案分成两部分：注册过程、备案过程。

登录工信部备案网站（http://www.miibeian.gov.cn/）以“新网站主办者身份”注册成为网站会员。注册成功后登录系统，按照系统提示提交相关信息，具体操作说明可以到网站的“备案流程”和“系统帮助”模块下载，内容图文并茂，非常清楚。

ICP备案撤销

到工信部网站的“相关下载”模块内下载操作说明。

注意事项

工信部通过IP对网站信息进行监控，发现有违规信息是对该IP进行封杀。

工信部根据服务器托管合同来对申请进行审批。

网站备案信息的最后一栏，包括接入商、IP等需要接入商来填写。如果做变更处理，需要把企业营业执照复印件及网站负责人身份证复印件加盖公司公章后，快递到服务器托管商处，其他手续由服务器托管商负责。
