COLOR: black; FONT-FAMILY: 宋体; mso-bidi-font-family: 宋体; mso-font-kerning: 0pt; mso-ansi-language: EN-AU;">  1)公司管理制度不完备。作为公司基础管理重要部分的工程管理制度迟迟不能出台;人力资源部、财务部和预算合同部等重要部门都缺乏最基本的管理制度,有关管理规定很多停留在口头上。</span><span lang="EN-US" style="FONT-SIZE: 9pt; COLOR: black; FONT-FAMILY: 宋体; mso-bidi-font-family: 宋体; mso-font-kerning: 0pt; mso-ansi-language: EN-AU;">  2)制度执行状态模糊。公司绝大多数人不了解制度的执行状态,基层部门对制度本身不清楚,现场工程部对公司工程管理的有关规定要么不知道内容,要么不完全执行。公司考核制度推行由于种种原因未获成功,目前考核推行已处于停滞状态。公司先后制定成文的制度20个,下发生效的只有5个。</span><span lang="EN-US" style="FONT-SIZE: 9pt; COLOR: black; FONT-FAMILY: 宋体; mso-bidi-font-family: 宋体; mso-font-kerning: 0pt; mso-ansi-language: EN-AU;">  3)调查问卷统计显示,有49%的员工认为公司内部普遍存在责任推诿现象,碰到问题宁肯等待不去解决,没有人愿意承担责任。有35.85%的员工认为公司制度落实不严,公司管理更倾向于<span lang="EN-AU">“</span>人治<span lang="EN-AU">”</span>。</span><span lang="EN-US" style="FONT-SIZE: 9pt; COLOR: black; FONT-FAMILY: 宋体; mso-bidi-font-family: 宋体; mso-font-kerning: 0pt; mso-ansi-language: EN-AU;">  首先,管理执行力是公司运营的基本功,是公司整体管理状态的直接体现。执行力差使得公司内部管理水平提升缓慢,管理制度推行困难,缺乏有效的管理经验沉淀,直接导致了公司在对外拓展过程中缺乏相对成熟的管理经验模式,加大了外地项目开发的管理风险。</span><span lang="EN-US" style="FONT-SIZE: 9pt; COLOR: black; FONT-FAMILY: 宋体; mso-bidi-font-family: 宋体; mso-font-kerning: 0pt;"><p></p></span></p><p class="MsoNormal" align="left" style="MARGIN: 4.5pt 0cm 0pt; TEXT-ALIGN: left; mso-pagination: widow-orphan;"><span style="FONT-SIZE: 12pt; COLOR: black; FONT-FAMILY: 宋体; mso-bidi-font-family: 宋体; mso-font-kerning: 0pt; mso-ansi-language: EN-AU;">  其次,执行力差直接导致每一件具体的工作任务难以按期、有效地完成。尤其是房地产开发项目的工作都环环相套,直接关联,前面的问题没有解决,会对项目后期产生积聚性影响,造成工程质量下降、造价上升,最终导致项目开发延迟,资金回笼速度下降,加剧资金链危机,增大公司开发风险。</span><span lang="EN-US" style="FONT-SIZE: 9pt; COLOR: black; FONT-FAMILY: 宋体; mso-bidi-font-family: 宋体; mso-font-kerning: 0pt;"><p></p></span></p><p class="MsoNormal" align="left" style="MARGIN: 4.5pt 0cm 0pt; TEXT-ALIGN: left; mso-pagination: widow-orphan;"><span style="FONT-SIZE: 12pt; COLOR: black; FONT-FAMILY: 宋体; mso-bidi-font-family: 宋体; mso-font-kerning: 0pt; mso-ansi-language: EN-AU;">  另外,管理执行力差还直接影响了公司对于客户、合作方、公司外围社会关系的响应能力,导致业主投诉增加,公司对外合作环境恶化,和政府部门等社会单位的关系出现危机,从而使得公司丧失社会环境的支持,运作难度大大增加,成本上升,最后给公司带来经营运作的危机等。</span><span lang="EN-US" style="FONT-SIZE: 9pt;
