<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; TEXT-INDENT: 24pt; mso-char-indent-count: 2.0"><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: 宋体">工作分析具有很多信息收集工具,如问卷法、访谈法等;在工作分析过程中,操作者也将大部分注意力放到信息收集上。而接下来的分析过程主要是对这些信息的比较、筛选和补充。比如,对于一个岗位的职责,更多的是在比较和斟酌岗位任职者本人和岗位上级主管之间表述的一致性,以及该岗位职责与部门相关岗位之间的分工协作问题。<SPAN lang=EN-US><o:p></o:p></SPAN></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; TEXT-INDENT: 24pt; mso-char-indent-count: 2.0"><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: 宋体">这种分析的深度是有限的。比如,上述对岗位职责的分析,当岗位之间存在协作关系时,我们更多地用动词来表示这一协作关系,如“协助某岗位完成某工作”之类。实际上这种方式并没有将这一协作关系准确、完全地表达出来,也就是说到底是何时或何种情况下协作、如何协作、报告关系及权限如何等等问题并没有解决。<SPAN lang=EN-US><o:p></o:p></SPAN></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; TEXT-INDENT: 24pt; mso-char-indent-count: 2.0"><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: 宋体">再如,对于岗位任职资格的分析。单从职责方面入手实际上是无法获得足够的任职资格分析数据的,因为职责更多的体现了工作的广度(做哪些工作),却无法体现工作的深度(如何做、怎么做、做得标准等),而决定任职资格的更多的在于工作的深度,这恰恰是需要进行深入分析的方面。<SPAN lang=EN-US><o:p></o:p></SPAN></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; TEXT-INDENT: 24pt; mso-char-indent-count: 2.0"><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: 宋体">有些企业在岗位说明书中还加入了权限分析。权限分析很有必要,但很多企业在过程中却发现困难重重,很难说清楚。管理权限的划分是组织设计中的重要内容,受到组织结构的规定,如果仅仅从职责角度出发是不能解决问题的。<SPAN lang=EN-US><o:p></o:p></SPAN></SPAN></P>

<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; TEXT-INDENT: 24pt; mso-char-indent-count: 2.0"><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: 宋体">在工作分析中,很多企业遇到这样的问题,岗位说明书是越详细越好还是余额简略越好呢——过于详细则可能形成“各扫门前雪”的状态,不利于协作;过于简略则又言之不详,起不到作用。于是,“完成领导交办的其它工作”就成了岗位说明书职责部门的结语。<SPAN lang=EN-US><o:p></o:p></SPAN></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; TEXT-INDENT: 24pt; mso-char-indent-count: 2.0"><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: 宋体">靠把握详略的尺度去达成岗位之间的有效协作,显然是缘木求鱼,因为这看似是一个“详”和“略”的问题,实际上是静态的工作分析和动态的企业运作之间的矛盾。工作分析是以企业静态的组织结构状态为对象的,也就是说要回答在现有组织结构条件下岗位应该完成哪些工作、需要怎样的能力的问题;实际上,企业并不是一张组织结构图能够完全表达的,业务流程(<SPAN lang=EN-US>business process</SPAN>)才是组织实现价值创造的过程,业务流程运行就涉及到岗位之间的信息交换、协作关系、报告关系,这些无疑就超出了静态分析的范围,要完成哪些工作也就变的似是而非——好象说清楚了,但在实际工作又无所适从。<SPAN lang=EN-US><o:p></o:p></SPAN></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; TEXT-INDENT: 24pt; mso-char-indent-count: 2.0"><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: 宋体">从这个角度看,通过工作分析实现岗位职责清晰的只是目标的一半,因为要达到有效协作,静态的职责清晰是动态协作的基础,没有协作,职责清晰反而会助长前面所说的“各扫门前雪”问题。<SPAN lang=EN-US><o:p></o:p></SPAN></SPAN></P>

<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; TEXT-INDENT: 24pt; mso-char-indent-count: 2.0"><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: 宋体">企业管理者不会像人力资源专家那样把工作分析的作用仅仅定义在人力资源管理的基础这一范围内,而是寄予了更多的期待,综合起来就是“管用、好用”。当然这种期待的合理性存在问题,但作为人力资源管理者应该从企业整体管理系统的角度来检讨工作分析如何与企业其它管理系统有效对接的问题:任何管理方法都有其特定的使用范围,但同样任何一种管理方法都不能脱离企业整体管理系统,也就是说要有系统适应性。<SPAN lang=EN-US><o:p></o:p></SPAN></SPAN></P>
<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; TEXT-INDENT: 24pt; mso-char-indent-count: 2.0"><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: 宋体">但人力资源管理者在定义工作分析功能的时候似乎更强调其对于人力资源管理的基础性作用,忽视了系统适用性。这当然无法满足企业管理者对于工作分析的“综合性目标期待”。应该说,工作分析是连接企业整体管理系统与人力资源管理的最基本、最直接的通道,因此,我们要思考如何实现工作分析与企业整体管理系统有效对接的问题。<SPAN lang=EN-US><o:p></o:p></SPAN></SPAN></P>

<P class=MsoNormal style="MARGIN: 0cm 0cm 0pt; TEXT-INDENT: 24pt; mso-char-indent-count: 2.0"><SPAN style="FONT-SIZE: 12pt; FONT-FAMILY: 宋体">任何企业运作都依赖于业务流程,一个企业可能没有建立规范的流程和标准文件,但任何企业都是按照习惯性或约定俗成的做法运作的,这些流程也有可能分散于各种制度文本之中。在以往的工作分析中,我们更强调静态的企业组织结构和部门岗位设置,而忽略了这一重要内容。<SPAN lang=EN-US><o:p></o:p></SPAN></SPAN></P>
